Africa’s digital economy is no longer being built by governments alone.
Or FinTechs alone.
Increasingly, the future is being shaped in the space between them, the invisible layer where public systems, banks, FinTechs, telecom operators, payment gateways, and digital identity platforms learn how to communicate with one another securely and instantly.
That layer is interoperability. And quietly, it may become one of the most important economic infrastructures of the digital age.
For years, governments across Africa digitised services independently while private-sector innovators built parallel financial ecosystems. Citizens could own a national ID, a mobile wallet, a tax number, a bank account, and a business registration certificate, yet still spend hours moving between disconnected systems that could not recognize one another.
The result was friction everywhere.
Opening an account required repeated verification. Businesses uploaded the same documents repeatedly. Payments reconciled slowly. Public services remained difficult to access digitally. FinTechs struggled with onboarding costs. Governments struggled with efficiency.
Digital systems existed. But they behaved like isolated islands. Today, APIs are beginning to change that.
Application Programming Interfaces, APIs, allow systems to communicate automatically behind the scenes. They enable FinTechs to verify identity instantly against trusted databases, allow governments to receive digital payments through mobile money and banking rails, and help businesses interact with public systems without endless paperwork and manual processing.
The infrastructure itself becomes almost invisible. And that is precisely what powerful infrastructure is supposed to do.
A citizen paying a licence fee may not realize that multiple systems are communicating simultaneously:
- identity verification,
- payment confirmation,
- tax reconciliation,
- and transaction recording.
But behind the scenes, APIs are connecting institutions that historically operated separately.
This changes everything. Because modern digital economies do not scale through isolated platforms. They scale through connected ecosystems.
Identity verification provides one of the clearest examples of this transformation. Historically, opening a financial account could involve physical paperwork, manual approval, and long waiting periods. But interoperable systems now allow FinTechs and financial institutions to verify customers digitally through trusted public infrastructure.
A user enters a national ID or phone number. Verification happens in seconds.
The implications are enormous. Faster onboarding dramatically reduces operational costs for financial institutions. And when onboarding costs fall, inclusion rises. Low-income users who were previously expensive to serve become economically viable participants in formal financial systems.
This is why interoperability is not merely a technical discussion. It is an inclusion discussion.
Payment systems are evolving similarly. Governments across Africa are increasingly digitising taxes, utility payments, licence fees, customs payments, school fees, and social transfers. But public systems only become truly effective when they connect to the financial channels citizens already use daily.
In Africa, that increasingly means:
- mobile money,
- digital wallets,
- FinTech apps,
- QR systems,
- and interoperable banking rails.
APIs create the bridge. A trader can now pay taxes directly through mobile money. A business can automate reconciliation. A startup can integrate government payments directly into its platform. Citizens no longer need to travel physically to complete every transaction.
The experience becomes smoother. And smoother systems increase trust and adoption.
Africa’s mobile money ecosystem makes this especially important. Millions already use platforms such as M-Pesa, MTN MoMo, Airtel Money, and digital wallets as primary financial tools. If public infrastructure remains disconnected from these ecosystems, governments risk building systems citizens struggle to use naturally.
But when interoperability improves, governments gain:
- broader reach,
- stronger collections,
- faster reconciliation,
- improved transparency,
- and reduced operational friction.
Citizens gain convenience. Businesses gain efficiency. And economies gain velocity.
The SME impact could be particularly transformative. Africa’s economy depends heavily on small businesses, traders, informal entrepreneurs, and growing digital startups. Yet these businesses often face the highest administrative burdens because fragmented systems consume time and resources they cannot afford to lose.
An SME today may interact with:
- tax authorities,
- banks,
- payment processors,
- mobile money systems,
- logistics platforms,
- and e-commerce marketplaces.
Without interoperability, every interaction creates duplication. With interoperability, much of that friction disappears.
A business can onboard faster, verify identity seamlessly, automate payments, and scale regionally more efficiently. This becomes even more important under AfCFTA, where the future African single market depends not only on moving goods across borders, but also on allowing systems to communicate across borders.
A continental digital economy cannot thrive if:
- payment systems remain disconnected,
- identity verification is fragmented,
- or businesses repeatedly restart compliance processes country by country.
Interoperability, therefore, becomes regional economic infrastructure.
Healthcare reveals another powerful use case. A patient using telemedicine may need identity verification, insurance validation, prescription authentication, and payment processing simultaneously. Interoperable systems allow healthcare providers, insurers, payment platforms, and public databases to coordinate securely in real time.
The result is not merely convenience. It is continuity of care.
Education systems are evolving similarly through:
- digital student registration,
- online learning payments,
- scholarship verification,
- and interoperable academic records.
Across sectors, the pattern is becoming increasingly clear:
The future belongs to systems that work together. Yet this growing connectivity also introduces major risks. The more systems communicate, the more important governance becomes.
Who controls access?
Who owns the data?
How is consent managed?
What happens if APIs expose sensitive information?
How are cybersecurity standards enforced?
These questions matter deeply because interoperability without trust becomes dangerous.
As APIs connect more financial, identity, healthcare, and government systems, vulnerabilities can spread faster, too. A compromised integration can affect multiple institutions simultaneously. This is why API security is increasingly treated not only as a technical requirement, but as national infrastructure security.
Strong interoperability therefore, requires:
- cybersecurity frameworks,
- authentication standards,
- encryption,
- consent management,
- data protection laws,
- and institutional accountability.
Without trust, even the most advanced digital systems struggle socially. Open standards are also becoming increasingly important. If every institution builds proprietary closed systems, interoperability weakens. Shared standards and open APIs help FinTechs innovate faster while allowing governments to integrate services more efficiently.
This is one reason Digital Public Infrastructure conversations increasingly emphasise openness, interoperability, and public-interest architecture. The future digital economy cannot be built entirely on disconnected silos.
There is another important shift happening beneath the surface: Governments are no longer only regulators of the digital economy. Increasingly, they are active participants within digital ecosystems themselves.
Public systems now interact directly with:
- FinTechs,
- telecom operators,
- banks,
- payment gateways,
- and digital marketplaces.
The line between public infrastructure and private innovation is becoming increasingly interconnected. This creates extraordinary opportunity. But it also demands extraordinary coordination.
