For Africa, this may be especially transformative.
Because while many developed economies built digital finance on top of decades-old banking systems, much of Africa leapfrogged directly into mobile-first financial ecosystems. The continent’s rapid adoption of mobile money, FinTech, instant payments, and interoperable digital wallets created one of the world’s most dynamic financial innovation environments.
Now the next phase is emerging:
Building payment rails capable of supporting entire digital economies.
Digital public infrastructure refers broadly to foundational digital systems enabling societies and economies to function more efficiently. Across many global policy discussions, three layers increasingly dominate the conversation:
- digital identity,
- digital payments,
- and trusted data-sharing systems.
Among these, payment rails play a uniquely central role because almost every modern economic activity eventually involves moving money.
A worker receives wages.
A business pays suppliers.
A government distributes support.
A farmer sells produce.
A family receives remittances.
A merchant accepts payments.
A startup collects subscriptions.
A student pays tuition.
Without efficient payment systems, digital economies slow down.
This is why payments are increasingly viewed not merely as banking products,
but national infrastructure.
Historically, African economies relied heavily on cash.
Cash worked because it was immediate, familiar, and widely accepted. But cash also carried limitations:

- and limited integration with formal financial systems.
Traditional banking infrastructure expanded slowly in many regions because branch-based models were expensive and difficult to scale into underserved communities.
Then mobile money changed everything.
M-Pesa became one of the defining examples of Africa’s payment revolution.
Launched in Kenya, the platform demonstrated that financial inclusion could scale rapidly through mobile phones rather than relying entirely on traditional banking infrastructure. Users could:
- send money,
- store value,
- pay merchants,
- buy airtime,
- and access financial services digitally through phones and agent networks.
The significance went far beyond telecom innovation.
M-Pesa proved that payment rails could become mass-market infrastructure.
Millions who had never interacted meaningfully with formal financial systems suddenly gained access to digital transactions.
And once payment rails existed, broader ecosystems emerged:
- savings,
- lending,
- insurance,
- e-commerce,
- government services,
- and digital entrepreneurship.
The payment system became the foundation layer supporting wider economic participation.
This is one of the deepest truths about digital economies:
Payments are not isolated services.
They are connectivity systems.
Once people can move money digitally, entire ecosystems begin forming around that capability.
This is why payment rails are now considered core DPI globally.
They enable:
- commerce,
- inclusion,
- trust,
- liquidity,
- taxation,

- and economic visibility.
Without them, digital transformation remains incomplete.
Africa’s mobile money success demonstrated another critical lesson:
Inclusion depends on accessibility.
Traditional financial systems often assumed:
- formal employment,
- bank branches,
- large balances,
- and urban infrastructure.
Mobile-first payment systems adapted instead to:
- small-value transactions,
- informal economies,
- rural communities,
- and low-cost accessibility.
This made financial participation economically viable for millions previously excluded.
The results were historic.
Africa became one of the world’s most important digital finance laboratories.
But as digital ecosystems expanded, fragmentation also emerged.
Different mobile money systems operated separately.
Banks and wallets lacked interoperability.
Cross-border payments remained difficult.
Settlement systems varied country by country.
This created friction.
And friction limits economic growth.
The next phase of payment infrastructure therefore became less about creating digital payments, and more about connecting them.
This is where systems such as the Pan-African Payment and Settlement System (PAPSS) became strategically important.
PAPSS aims to support cross-border payments within Africa more efficiently by enabling direct settlement between participating financial institutions using local currencies. The broader ambition is to reduce dependence on expensive external intermediary systems and make intra-African trade easier.
The significance is enormous.
Because Africa’s future economic integration depends heavily on payment connectivity.
The African Continental Free Trade Area seeks to increase regional trade significantly. But trade cannot scale efficiently if payments remain fragmented.
A merchant may sell regionally.
A trader may move goods physically.
But if settlement remains slow or expensive, commerce suffers.
PAPSS therefore represents more than a technical payment platform.
It is economic integration infrastructure.
Digital payment rails also strengthen governments.
When transactions move digitally:
- transparency improves,
- tax systems modernize,
- social transfers scale more efficiently,
- and public-service delivery becomes easier.
Governments increasingly rely on payment rails for:
- tax collection,
- utility payments,
- social protection,
- licence fees,
- school payments,
- healthcare financing,
- and public-sector digitisation.
The payment system becomes part of state capacity itself.
The SME impact is equally powerful.
Small businesses often struggle most with:
- cash-flow instability,
- settlement delays,
- and limited financial visibility.
Digital payment rails improve:
- transaction speed,
- liquidity,
- accounting visibility,
- and formal economic participation.
A merchant accepting digital payments generates transaction history.
That history may support credit access later.
A digital payment, therefore, becomes not only commerce, but economic identity.
This is especially important for:
- women entrepreneurs,
- youth-led businesses,
- informal traders,
- and rural SMEs.
Yet despite enormous progress, major challenges remain. One of the biggest is interoperability. A payment rail is most valuable when systems connect seamlessly.
Disconnected ecosystems create inefficiency:
- multiple wallets,
- failed transfers,
- expensive settlement,
- and fragmented commerce experiences.
The future digital economy depends heavily on building interoperable payment ecosystems where:
- banks,
- mobile wallets,
- FinTechs,
- governments,
- and merchants communicate smoothly.
This is why ISO 20022 migration, instant payment systems, open APIs, and regional switches matter increasingly.
Cybersecurity is another critical issue.
As payment rails become central infrastructure, they also become major targets for:
- fraud,
- cyberattacks,
- phishing,
- and financial crime.
Trust therefore becomes foundational.
Citizens must believe:
- systems are secure,
- transactions are reliable,
- and money will arrive safely.
Without trust, adoption slows.
Digital exclusion also remains a concern. Not all users experience digital payment systems equally.
Rural communities may face:
- weak connectivity,
- low smartphone access,
- unreliable electricity,
- and limited agent liquidity.
Women may face:
- lower phone ownership,
- financial autonomy barriers,
- and lower digital literacy.
Payment rails must therefore remain inclusive by design. Otherwise, digital economies risk reproducing old inequalities digitally.
There is another important truth beneath the surface: Who controls payment rails increasingly shapes economic influence.
Payments generate:
- data,
- transaction visibility,
- behavioural insights,
- and commercial power.
This makes payment infrastructure strategically important not only economically, but geopolitically.
Countries modernising payment systems are not simply upgrading finance. They are shaping future economic competitiveness.
