The Uganda Communications Commission (UCC) has announced a nationwide enforcement action against illegal public Wi-Fi providers, warning that unlicensed operators are exposing consumers to significant risks.
In a public notice issued on 7th July 2026, the regulator said it would collaborate with licensed Internet Service Providers (ISPs), licensed operators, and relevant government agencies to crack down on unauthorised public Wi-Fi hotspots being offered across the country.
“Unlicensed operators have been found installing telecommunications equipment to provide unauthorised Wi-Fi hotspot services, in contravention of this regulatory framework,” the notice read. “These illegal installations pose significant risks to consumers and compromise the integrity of critical communications infrastructure.”
The UCC said licensing internet service providers is more than just permission to operate. It requires adherence to strict quality standards, safeguarding consumer information, providing customer support, and complying with cybersecurity regulations.
“Those operating without a licence expose consumers to unreliable services, potential data privacy violations, cyber threats, and limited options for redress should complaints arise,” the commission stated.
The regulator urged consumers to seek internet services only from licensed providers or their authorised agents to ensure security and reliable support. Consumers can verify if a provider is licensed by checking the official list on the UCC website.
Individuals and businesses currently offering unsanctioned services have been directed to regularise their operations promptly or cease services altogether.
“This enforcement initiative aims to ensure that all public internet service providers operate within the established legal and regulatory framework and uphold the same standards of accountability and reliability,” the UCC said. “The goal is to foster a safe digital environment in which all users can trust the services they receive.”
The UCC reaffirmed its commitment to creating a secure, innovative, and affordable communications environment that supports Uganda’s ongoing digital transformation.
