The Government of Uganda has released Quarter One expenditure limits for the Financial Year 2026/2027, with priority given to interventions aimed at accelerating economic growth, creating jobs, and improving service delivery to citizens.
Speaking during a press briefing on the expenditure releases, the Permanent Secretary and Secretary to the Treasury (PSST), Ramathan Ggoobi, said Uganda enters the new financial year from a position of strong macroeconomic stability, characterised by accelerated economic growth, low inflation, a stable Uganda Shilling, increased exports, and improving investor confidence.
“The Quarter One expenditure releases have been carefully aligned to sustain this momentum while preserving fiscal and debt sustainability,” Ggoobi said.
Ggoobi explained that the government’s fiscal policy for the financial year is anchored on two key objectives: financing the country’s growth drivers under the Tenfold Growth Strategy while maintaining responsible management of public resources.
The growth priorities include agro-industrialisation, tourism development, mineral beneficiation, science, technology and innovation, ICT, and the creative economy.
He emphasised that public resources will be directed towards high-impact interventions that promote economic growth, job creation, and improved delivery of essential services.
“Every shilling released must contribute to economic growth, job creation, and improved delivery of public services to citizens,” he said.
The PSST noted that the expenditure limits have been programmed in line with expected cash flows, availability of financing, and the approved fiscal framework to ensure sustainable implementation of government programmes.
He added that the government will continue to promote efficiency in public spending by controlling non-essential expenditures while protecting priority programmes and strategic investments.
Priority areas for funding include security, infrastructure development, human capital development, ongoing projects requiring counterpart financing, and essential operational costs for Ministries, Departments and Agencies, Local Governments, and Uganda’s Missions abroad.
Ggoobi also revealed that resources have been provided to support preparatory interventions for the successful hosting of the Africa Cup of Nations (AFCON) 2027.
The briefing also provided guidance to Accounting Officers on the timely and effective execution of the approved budget to ensure that released funds translate into improved services for Ugandans.
The PSST reaffirmed the government’s commitment to budget transparency and public participation, noting that access to budget information enables citizens to understand national priorities and demand accountability in service delivery.
The Quarter One expenditure releases mark the commencement of implementation of the government’s priorities for the Financial Year 2026/2027, with focus on sustainable economic transformation and improved livelihoods for Ugandans.
