Key Note Address by Hon. Amelia Anne Kyambadde at the opening of the Third Trade and Business Facilitation Symposium in Mombasa.

Hon. Amelia Anne Kyambadde, the Minister of Trade, Industries and Cooperatives is attending the 3rd Trade and Business Facilitation Symposium happening at Pride Inn Hotel, Mombasa.

Below is her keynote address at the event.

I am honored to be invited for the 3rd Trade and Business Facilitation Symposium whose theme is “Enhancing Trade Facilitation along the Northern corridor”. I personally would want to thank Amb. Katureebe whom I worked with for some years in the State House for organizing this Symposium. I am proud to note that the Ambassadors and Trade Captains, some of whom I have mentored and worked closely with are spearheading Trade Facilitation between Uganda and Kenya as well as the Region. They have demystified and improved several trade stations of China, UAE, and others.

The main objective of this symposium is to bring together different stakeholders involved in trade facilitation to discuss and exchange views and provide an opportunity to address existing and emerging the challenges faced in the export and import trade.

The fact that this Symposium is taking place at Mombasa Port, which is the main Port connecting the hinterland to international markets is manifestation of the thrust on enhancing trade with our land locked Country. Since 2015, Transit Traffic cleared through the port has witnessed a growth of 6.5% percent. As of today, Mombasa Port has recorded a container growth 14.3%, of this 75% of the transit traffic is destined for the Ugandan Market; making Uganda the second largest user of the Port after the Republic of Kenya.

Our trade relations with Kenya have increased to about USD 1.5 billion as exports from Uganda to Kenya. It is now USD 77.4 billion from Kenya to Uganda. In the Tourism Industry, it is about USD 1.5 billion with Kenya.

Government of Uganda together with the East African Community and the Northern Corridor Integration Projects have put in place the following initiatives with support from development partners, mainly TradeMark East Africa.

 (a)    E- Single Window. Government is implementing the National Electronic single window which is aimed at facilitating trade through hastening export and import clearances. The following benefits have been realized with its implementation;

  1. There has been reduction of clearance time from 11 days to 5 days
  2. Real time notifications sent to clients at each stage of transaction processing,
  • Reduction in transaction documentation
  1. Reduced time clearance for agencies using the E-Single Window System.

 (b) Implementation of the E-trade Portal. Government of Uganda is implementing the e-trade information portal – a One Stop Portal for export, import and transit information. Already, all the trade facilitating Laws, Regulations and Policies have been uploaded on the system to inform the business community of the requirements of trading in Uganda for better trade and investment decisions.

(c) Border Export Zones (BEZ): Government of Uganda is developing the BEZs with the aim of strategically positioning Uganda in harnessing regional market opportunities at Katuna, Busia, Oraba, Lwakhakha, Elegu, Mutukula among others.  The BEZs have been designed in such a way that they will contain logistics facilities, government and private sector trade facilitating agencies, light processing and warehousing facilities.

(d) Logistics and Growth Hubs. Government is in the process of establishing Logistic and Growth Hubs across the country with the first ones being established in Gulu, Busia and Jinja.  The main purpose of establishing these hubs is to promote job creation and inclusive trade. Already, the designs for Gulu Logistics Hub has been concluded and construction will be resuming before the end of this year while detailed studies for appropriate value chains and designs are being conducted for Jinja and Busia.

(e) Electronic Cargo Tracking System; In 2014, Government of Uganda launched an Electronic Cargo Tracking System(ECTS) that has so far enabled real-time monitoring of goods in transit to curb rampant diversion of goods in transit, a mechanism to establish the location of the transit goods at any time among others. This facility also eliminates the requirement for physical escorting of cargo by security personnel that is very costly and time consuming as trucks would be escorted in convoy. I am happy to inform you that ECTS is being done all the way from Mombasa while monitoring is only done in Kampala.

(f) One Stop Border Posts (OSBPs); Along the Northern Corridor, OSBPs have been so far constructed at Malaba, Busia, Mirama, Katuna and Elegu. Operations of the OSPBs have reduced clearance time across the borders by over 85%, increased inter institutional coordination and cooperation at the borders and promoted integrated border management. For Small Scale Cross Border Traders’ Associations (CBTAs), office space for their operations and special clearance desks have also been provided in Busia, Mutukula and Malaba. The only challenge is man power.

(g) The NTB Reporting System. Government of Uganda developed an NTB Reporting System (*201#) for reporting and coordinating the process of eliminating NTBs. So far over 75% of the NTBs reported are resolved within the System. I am aware that all EAC Partner States have developed NTB Reporting Systems that enable them communicate to each other. My Ministry is in negotiations with other Partner States on harmonization of their NTB Reporting Systems with the Regional Reporting System to ensure quick and immediate resolution of NTBs.

(h) Single Customs Territory (SCT). The Single Customs Territory has been implemented to facilitate faster clearance and improvement in cargo movement along the two Corridors (Northern and Central). Partner States Customs Systems have been interconnected and information sharing has improved. The cost of transporting goods to Uganda has reduced from USD 3,500 to USD 2,000 while the number of days have reduced from about 21 days in 2012 to 4 days as of this year arising out of this initiative. 

(i) Improvement in Standards and Quality Assurance Through strengthening Uganda National Bureau of standards and the rolling out of the Pre-Export Verification of Conformity (PVOC) Program. Government will be establishing mini-labs for testing products in different regions of Uganda and this will reduce the costs and delays of relying on only one Lab at UNBS, and take services within reach of many SMEs.

(j) Infrastructural Development. The Government of Uganda has prioritized infrastructure investment under National Development Plan II and Vision 2040. It is envisaged that infrastructural inter-connectivity in the corridor would lead to reduced cost of production and increased trading opportunities. (i)     Government is, therefore, committed to the development and operationalization of the Standard Gauge Railway aiming at joint modern, fast, reliable, efficient and high capacity regional railway transport system as a seamless single system and as a mechanism to stimulate overall economic development. I appreciate the Republic of Kenya for advancing with the SGR project.

(ii)   Expansion of road networks by investing over US 250 Million Dollars per annum for the past five years to improve marketing and distribution channels.

(iii) Construction of power dams of Karuma and Isimba that will the power tariff from the current 11 cents to a desirable 5 cents per kilo wat.

  • Internet Connections rolled out to rural Communities

I am glad to note that Uganda has posted Customs Officers here at Mombasa to facilitate the Ugandan business community comply with the Single Custom Territory requirements and resolve any issues as soon as they arise.

Why are we here?

In East Africa, logistics bottlenecks and inefficiencies are present at multiple stages in the supply chain including; loading, delivery and warehousing, packaging and waste management. Traffic congestion along key transport corridors, roadblocks and checkpoints push up time and costs of logistics which are passed onto the shippers and eventually borne by the consumers. The results of these inefficiencies are high logistical costs.

In Uganda, logistics inefficiencies in import and export of goods are estimated to cost $827 million (Shs3.1 trillion) each year and logistics costs account for 18-20% of the sale price of goods sold in Uganda (National Logistics Platform).

The Common challenges affecting the business community here in Mombasa are as follows;

  • Scanning of transit cargo
  • Delays in verification of cargo
  • Overstay of cargo at Container Freight Stations by importers
  • Under declaration and misdeclaration by the business community

Other Challenges still affecting trade across EAC countries include;

  • NTBs
  • Enforcement of Policies
  • Absence of synergies within MDAs.
  • Absence of sufficient information on trade and services
  • Undefined taxes
  • PVoC challenges
  • Absence of SMEs database
  • Cost of Finance

Conclusion

Government of Uganda remains committed to the EAC Regional Integration processes and putting in place measures to facilitate trade. I encourage the business community to always conduct legitimate businesses in line with the rules and regulations to avoid under and miss declaration.

I do applaud the Consul General, H.E Amb. Katureebe for organizing this event which am sure will go a long way in not only creating the necessary awareness of the trade facilitation measures in place along the Northern Corridor and increasing the presence of Ugandan goods in the regional markets, but also create a conducive business environment for the business persons along the Northern Corridor especially at Mombasa Port.

I thank the Republic of Kenya for hosting this 3rd Trade and Business facilitation symposium. I thank TradeMark East Africa for funding all these Trade Facilitation initiatives.

It is my hope that the Legislators present at this symposium will support us in this Trade Facilitation journey that we have undertaken. We need them for policy enactment and enforcement advocacy. I call upon all MDAs and private sector stakeholders to strengthen synergies because we need everyone on board.

I urge the business community to always take advantage of the offices of H.E the Consul General and other Government Agencies like the Customs whenever they get challenges in day to day operations.

Internet World Stats (https://www.internetworldstats.com) notes that as of 30th June 2019, there were some 525 million internet users across Africa. On these, some 200 million used Facebook – the most popular Social Media site on the continent.

Further, it is reported that by the start of 2019, there were at least 250 million smart phones active in Africa.

The award for Africa’s Best Digital Enabler (Internet and Devices) is aimed at appreciating the different brands that have spearheaded the access of internet and availability of relatively affordable yet reliable ‘smart’ devices across this continent.

The #DIAA2019 nominees for Africa’s Best Digital Enabler (Internet and Devices) are Airtel, Huawei, MTN, Orange, Tecno and Vodacom.

With a collective total of about 617 million subscribers altogether as of 2019, 4 telecommunications giants are actively dominating the Middle East and Africa (MEA). The fact that the African market is somewhat virgin, with unlimited consumption potential makes it a real battle field for Airtel, MTN, Orange and Vodacom/Vodafone. The African market is thus a crucial region of operations for these operators.

As of March 2019, Airtel Africa was operational in at-least 15 African countries, with a subscriber base of about 100 million customers.

By the end of 2018, Orange had slightly above 90 million customers shared by about 20 African countries.

As of December 2018, MTN Group had about 180m subscribers from it’s over 20 African operations.

According to General Blog Nigeria, Vodacom had over 110 million group subscribers in its six African operations at the end of March 2019 (if you include Safaricom, in which Vodacom owns a 35 per cent stake). Vodafone, Vodacom’s parent, had an additional 49.3 million customers in its operations in Egypt and Ghana at the end of June.

MTN Group has a clear subscriber base lead but nonetheless, it can’t seat back and relax because its rivals have the financial muscle to give it a run for its money.

The giant telecoms are locked in a digitalization battle for Africa. At a high level, they are all having wooing data propositions for their markets. They are competing directly on tariffs and infrastructure investment among other things. They are also partnering with devices manufacturers to make gadgets more affordable.

The other nominees in this category are Chinese devices goliaths – Huawei and Tecno.

Huawei devices have some of the best cameras for both still photos and videos. These handsets are readily available in African outlets yet relatively affordable. Huawei has also invested in internet infrastructure, a fact that is bringing internet closer to people.

And then there is Tecno. Tecno smart phones are relatively cheap yet they give an experience that outcompetes several new and old devices. Even with a shoestring budget, you can get an above the average smart phone from Tecno

#CBAVintageCarShow19: Cars and Bikes take Uganda back to the old-gold days.

Colour and Pomp was the order of the day at the 8th Uganda Vintage and Classic Auto Show held on 27th July, 2019 at the Sheraton Kampala Hotel.

The event was a showcase of the ‘old is gold’ cars and motor-bikes, many of which are no longer highly demanded by the current market. It attracted revelers, both young and old and was not short of special moments.

“It is my first time to be here and guess what, these are master pieces. The owners have maintained these machines very well. But again, it proves that things of those days were of better quality than what is on the market today. You purchase a car today and in 2 years, it is crap,” Charlotte Neeza noted.

Dr. John Niwagaba, the chairman of the Vintage Classic auto show noted that 2019 had massive improvements in all aspects including among others “registering of over 100 cars and introducing new categories such as the motor bikes section which had above 10 exhibitors.”

More than 20 awards were given out to winners in different categories with Wolseley 1937 owned by Calvin Kaggwa being crowned the 2019 best vintage car.

The 2019 Uganda Vintage Cars show was supported by Commercial Bank of Africa (CBA) , Vivo Energy, Automobile Association of Uganda (AAU), Nairobi`s Concours d`Elegance, Uganda Tourism Board , Liquid Telecom, Singleton, NBS TV, NXT Radio, Events Warehouse, Cocacola, RwandAir and Sheraton Kampala Hotel.

Innovation, execution, publicity and perception are just four of the key qualities that may win one steadfast brand the #DIAA2019 Digital Brand of the Year honour.

Digital Brand of the Year is the topmost accolade and is taken by a brand which best used digital/tech to come up with and execute innovative ideas, achieve exceptional marketing success and ultimately boosted digital-financial inclusion in the past 12 months.

The nominees for this category were recently released with the overall winner set to be announced on 20th September at Kampala Serena Hotel. Airtel Uganda has had a great digital year highlighted by the countrywide 4G presence, Airtel My Hustle series, and consistent use of digital media for marketing, public relations and customer experience.

Centenary Bank is fortunes in the digital world continue to change for the better. Between early 2018 and now, they have rolled out several digital first products/services including CenteMobile Loans, and CenteVisa. They are vigorously using digital media for marketing, public relations and customer experience.

dfcu bank has in the last 12 years continued to aggressively preach the digital-financial inclusion gospel. Their stand-out acts are Battle for Cash and Women in Business. Using digital media for marketing, public relations and customer experience is a given for them.

MTN Uganda continued to cement its digital first status. Its youth proposition – MTN Pulse continued to gain ground in entrenching use of technology among the youth. MTN MoMoPay virtual Card is changing payments while their use of digital media for marketing, public relations and customer experience is admirable.

Stanbic Bank is fast growing its digital presence. Their resoluteness in the digital space is both tactical and deliberate. Some of their biggest highlights in the digital world are Online Bank Account Opening, Blue Weekends and National Schools Championship. Of course, Stanbic Bank is greatly using digital media for marketing, public relations and customer experience.

Standard Chartered Bank continued to be innovative in the digital space. Its online banking is admired by many while products/services such as Straight2bank Liquidity Management are changing the face of banking. Standard Chartered continued to use digital media for marketing, public relations and customer experience.

We can talk about these brands until the animals return home, but who will be crowned brand of the year?

#IncludeEveryone: Here are the nominees for #DIAA2019 Best Digital Awareness Initiative.

With thousands of Ugandans unemployed; entrepreneurship and financial literacy projects are always a plus to the nation. Through such initiatives, more Ugandans are empowered and motivated to engage in self-employment and also make sound financial discussions.

The last 12 months were action packed with several such projects implemented across the country. We salute all those doing everything within their means to empower more Ugandans mainly the Youth, Women and People with Disabilities (PWDs).

The nominees for the #DIAA2019 Best Digital Awareness Initiative (Financial Literacy, Technologies, Entrepreneurship) are Airtel My Hustle, Blu Advisory by Blu Flamingo Digital Africa, Community Banking Using the Pride Mobile Banking App, CryptoSavannah Blockchain Literacy, DFCU Battle for Cash, NSSF Friends with Benefits Season 3 and Stanbic National Schools Championship.

Airtel My Hustle is a web series that shares stories of budding entrepreneurs in Uganda whose businesses are powered by Airtel Internet and Airtel Money. In Season 1, several young entrepreneurs shared their stories on how Airtel Internet was improving their businesses. After 29 episodes and over 1.2 million views, #AirtelMyHustle Season One closed in May 2019. Entrepreneurs with the most inspiring stories and highest number of votes walked away with lots of prizes including UGX 5,000,000 (five million) each for the top 3 hustles.  Season 2 kicked off in July 2019 and is underway.

#BluAdvisory is a platform created by Blu Flamingo – a digital PR and Marketing agency to shine a light on young entrepreneurs and SMEs in Uganda and around Africa, give helpful content to Business owners on how to push their brands online but also to grow Blu Flamingo’s audience. Blu Advisory is implemented through selecting a topic and a host who goes ahead to present in a VLOG every first Friday of the month. In all, Blu Advisory is a plus to Uganda’s young Entrepreneurs as it tackles several topical issues about digital marketing and public relations.

In a bid to foster convenience for the customers, Pride MicroFinance launched its Mobile Phone banking platform in 2015. With this platform, customers have been able to pull and push money on to their accounts easily and conveniently. After registering at any Pride Micro Finance branch, clients can than access the platform through USSD *250# or downloading the {ride Micro Finance app via Google play. The fusion of mobile banking into our community banking model now enables the un-banked rural populace to tap into the benefits accorded by formal financial institutions to clients. With this innovation, many rural individuals and businesses are able to save and access loans to grow their enterprises. As of June, 2019, 40,000 clients were accessing loans through the phone (USSD or APP), without having to travel long distances to the branch offices.

CryptoSavannah Blockchain Literacy is spearheaded by CryptoSavannah; a technology company at the forefront of the blockchain and innovation ecosystem in Africa. Since 2017, the team at CryptoSavannah have been developing blockchain solutions, advising governments and the private sector, and attracting blockchain and crypto companies from around the world to invest in Africa. The CryptoSavannah team also led in organizing Africa’s largest blockchain conference in May 2018. They also held a second consecutive event; the 2019 Africa Blockchain Conference in July 2019 in Kampala. It is crystal clear that CryptoSavannah is taking the lead in popularizing blockchain technology in Uganda.

dfcu Bank Battle for Cash competition focuses on promoting a savings culture in Uganda. The competition is powered by dfcu Bank in partnership with NTV Uganda and Price Waterhouse Coopers (PwC). The first phase that ended on Friday, 24th August 2018 focused on the call for entries from existing dfcu Investment Clubs and new Clubs that were able to open accounts before the deadline. The second phase was a TV show that aired every Sunday from 6:00pm to 7:00pm on NTV. Out of the 20 dfcu Investment Clubs that qualified for the show, 10 made it to the final stage, with the overall winners crowned in December 2018.

Stanbic National Schools Championship; an initiative of Stanbic Bank Uganda was an exciting competition that saw over 3,000 students from 40 secondary schools participate in a series of educational activities from class debates, quiz competitions and dynamic group projects. The competition aimed at encouraging and challenging the students in critical thinking and providing exposure to vast knowledge beyond the class room. It is a noble cause that also improves the students’ appreciation of banking and its role in financial inclusion.

Now in season 3, NSSF Friends with Benefits program is a financial literacy campaign that is run through a televised show to showcase members who got their money from NSSF and have made prudent financial and investment ventures that are transforming their lives or the community around them. It attracts hundreds of NSSF beneficiaries as the overall winner takes home UGX 30 million, 1st runner up UGX 15 million and second runners up UGX 10 million. Season 3 is on-going until 8th December, 2019
